Sept. 14, 2026: Johnny Creek POCO240002 Request for Proposals (RFP)

- Under Section 40101(d) of the Infrastructure Investment and Jobs Act (“IIJA”), the United States Congress authorized and appropriated federal funds for the United States Department of Energy (“DOE”)’s Preventing Outages and Enhancing the Resilience of the Electric Grid (hereinafter “40101(d) Program”). DOE’s authorization for the 40101(d) Program is found in Title I, Subtitle A of Public Law 117-68.
- This project includes converting at least three line-miles of single-phase overhead powerlines to underground construction and the hardening or rebuilding of at least two line-miles of three-phase overhead facilities to improve the resilience of the power delivery system in the Johnny Creek and City Creek areas of Pocatello, Idaho.
Scope:
This project consists of hardening existing electrical facilities along a portion of the POCO013 feeder to meet current Wildfire Mitigation standards. Work includes replacing existing fuses with ELF and power fuses, replacing lightning arresters, upgrading all wood crossarms to fiberglass crossarms, replacing select copper and steel conductors with aluminum conductors, and converting designated overhead facilities to underground construction to improve system resiliency and reduce wildfire risk.

Note: Respondents will be allowed to submit alternative project schedules with their proposals:
- Idaho Power is seeking contractor input regarding schedule flexibility and project execution strategies. In addition to a project schedule that conforms to the Start Date and Final Completion Date defined in the RFP, respondents are strongly encouraged to submit alternative schedules with their submittals.
- Alternatives schedules should consider construction scenarios approximating October 2027 to April 2028, or multi-season approaches spanning April 2027 to April 2028. Alternative schedules may be proposed where the respondent believes project delivery can be improved.
- Alternative schedules will be evaluated as separate proposals. Scoring of evaluation criteria will focus on the Schedule Flexibility & Execution Plan, as well as Cost. However, respondents should include any other relevant evaluation criteria that may be impacted by these alternative schedules (e.g. Key Personnel).
- At a minimum, alternative schedule submittals should include a narrative description of the schedule, identification of schedule risks and constraints, and associated Schedule of Values.
